Three things move the number: what it is divided by, who is sending, and when the emails went out.

What rules does cold email have to follow?
Cold B2B email is legal in the US, UK and EU when it is honest and easy to stop. The three largest mailbox providers now add their own floor: authenticate the domain, make unsubscribing easy and keep complaints near zero, with the strictest version for high-volume senders.
